Een Europese stap vooruit: digitale activa op één platform
De Europese Centrale Bank (ECB) onderzoekt de mogelijkheid om een gezamenlijk Europees platform voor digitale activa te creëren. Dit zou digitale valuta en andere activa binnen Europa op één plek samenbrengen, wat de efficiëntie zou vergroten en samenwerking zou bevorderen.
Volgens Piero Cipollone, een van de bestuursleden van de ECB, zijn de traditionele kapitaalmarkten in Europa sterk versnipperd door uiteenlopende nationale wetten. Maar dit biedt ook kansen. Een verenigd platform, een soort “digitale kapitaalmarktunie”, zou kunnen helpen om deze versnippering tegen te gaan en markten te verbinden.
Wat levert dit op voor investeerders en banken?
Op dit moment experimenteert meer dan 60% van de Europese banken al met blockchaintechnologie, ook wel gedistribueerde ledger-technologie (DLT) genoemd. Nog eens 22% gebruikt deze technologie al actief. DLT kan helpen bij het samenbrengen van financiële markten, maar volgens Cipollone is er meer nodig om echte integratie te bereiken. Hij waarschuwt dat de verschillende technologieën en regels per land juist kunnen leiden tot meer verdeeldheid.
Nu wordt DLT vooral gebruikt voor het uitgeven van digitale activa. Maar als deze technologie ook gebruikt zou worden voor het verhandelen en bewaren van die activa, kan dit kosten verlagen en transacties 24/7 mogelijk maken. Niet alleen investeerders, maar ook centrale banken kunnen hiervan profiteren. Cipollone benadrukt het belang van een stabiele rol van centrale bankgeld in deze nieuwe digitale wereld:
“Centrale bankgeld moet de stabiele basis blijven, ook in een markt waar tokens en blockchain de toon voeren.”
Een verenigd platform: de toekomst?
Een gezamenlijke Europese ledger, waar zowel geld als activa op te vinden zijn, heeft al de aandacht van grote spelers zoals SWIFT en JPMorgan. Toch is het geen wonderoplossing. Volgens Cipollone kan het risico bestaan dat zo’n platform innovatie juist tegenhoudt. Daarom is flexibiliteit, met meerdere concurrerende DLT-platforms, ook belangrijk voor de financiële sector.
De ECB blijft ondertussen kijken naar manieren om DLT-transacties met centrale bankgeld te ondersteunen. Ze willen echter voorkomen dat bestaande oplossingen op de lange termijn voor meer problemen zorgen dan ze oplossen.
Met dit initiatief wil de ECB een balans vinden tussen financiële stabiliteit en innovatie, terwijl de Europese kapitaalmarkten meer één geheel worden.
